July 2026 Renovation Update

The Board and Daleview 2.0 Committee wanted to take a moment to update membership on where things stand with the renovation project as we near the middle of the summer pool season. We are at a very exciting moment in the project, with a lot of positive movement being made across many fronts, so we thought it a good time, especially ahead of the July 19 summer member meeting, to catch everyone up on our efforts.

Design and Permitting
We are nearing the final pool and grounds design with NVBlu, our contractor. NVblu has given us a quote and a proposed scope of work for the pool and grounds. The proposed scope generally follows the results of the last year’s member survey on members’ desires for various design elements. We are discussing the proposed scope with a view to free up funds for remaining priorities. We will share final decisions when they are locked in. Among the specifics being discussed are alterations to the proposed shade structures (to both ensure the most shade while cutting costs), pool amenities like the slide and built in sitting ledge along a lap lane, and the upper parking lot rebuild.

We have been engaging with a separate designer regarding a refresh of the pool house, and when we have more specifics about what the updated pool house will look like we will send more information.

On the permitting front, we continue to work with Montgomery County to get all our applications approved as fast as possible. At the moment we are waiting on the stormwater management and forest conservation plans, which must be completed before construction permitting can begin. WSSC has  pushed back on one area of the permit request regarding a stormwater easement that runs beneath a corner of the pump room adjacent to the pool house. We are working with our civil engineering firm and an attorney to address this in the best way for the pool, and we hope to have this resolved in the coming weeks and that it won’t impact our construction timeline.

Financing and Assessment
We have been approved for a $2.04 million loan from the bank, or 85% of the bank’s required appraisal (our request was $2.1 million), which is a really important step in making this project a reality. The general terms will be 25 year maturity with the interest reset at 5 years (this is what a balloon means – at 5 years we can either repay in full or reset the interest rate for the final 20 years). The interest rate will be 7%.

We now need to begin invoicing you for your pledged special assessments to  meet the cash-contribution terms of the loan so we can begin construction following the end of this pool season in September.

We anticipate sending out the information that you will need in order to start paying your special assessment this week. The plan you receive will be the one you indicated in last fall’s assessment survey as your preferred payment option. The assessments will be billed and paid through your pool MemberSplash account the same way your annual dues are paid, for ease of use and transparency. You will receive all the information you will need to make and manage those payments soon.

We are planning a contingency in the event that permitting delays push the start of construction to September 2027. Refunds of the assessment will be made available upon request and would be re-assessed next spring as part of membership dues. Also, for those members willing to do so, we could hold the assessment payments for a year to allow the money to collect interest to better serve the construction costs.
